In a recent article, Ferguson City manager, John Shaw has resigned from his post as city manager which resulted for the Michael Brown shooting for which many have classified as racism in America. The city manager is considered one of the most powerful persons in Ferguson City. The resignation of the city manager or any other officials will undermine the efforts to eliminate the racism in America which resulted from the Michael Brown shooting.

In the article, former city manager John Shaw stated, “And while I certainly respect the work that the D.O.J. recently performed in their investigation and report on the City of Ferguson, I must state clearly that my office has never instructed the Police Department to target African-Americans, nor falsify charges to administer fines, nor heap abuses on the backs of the poor,” he wrote. “Any inferences of that kind from the report are simply false.” The former city manager had a mindset that continued to contribute to the racism in America that resulted from the Michael Brown shooting.

Since the city manager is responsible for hiring city officials the same mindset is evident in other Ferguson City officials. For example, the Municipal Clerk was fired for sending racist emails. The Washington Post reported that city spokesman Jeff Small on Friday identified the fired worker as court clerk Mary Ann Twitty. A Justice Department report released Wednesday cited a series of inappropriate messages sent by an unspecified number of city employees, including one message that depicted President Barack Obama as a chimpanzee and another that compared black welfare recipients to mixed-breed dogs.

In addition, two police supervisors resigned for sending racist emails too. As you can see, the racist mindset is perpetrated through the entire Ferguson City personnel and simple resignations will not offset the racist attitudes that contribute to racism in America.

The racist attitudes are a result of the mental models that contribute to racism in America. Mental models evaluate the values, attitudes, and beliefs persons are thinking that cause a structure to exist.

The Value

The value that those who perpetrated the racism in America that resulted from the Michael Brown shooting is that we need money to survive.

The Attitude

We can accomplish this goal by implementing racism against Blacks in Ferguson.

The Belief

We can survive by implementing legal strategies against Blacks in Ferguson that will enable our government to survive. If our government survives, then we will survive because the government is paying our salary.

The number on alternative that Ferguson City will consider to eliminate the racism in America that resulted from the Michael Brown shooting is Community Policing. Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Specifically, community policing is defined as involving three key components: developing community partnerships, engaging in problem solving, and implementing community policing organizational features. Another possibility is Hot Spot Policing. Hot spots policing covers a range of police responses that all share in common a focus of resources on the locations where crime is highly concentrated.  Just as the definition of hot spots varies across studies and contexts (from addresses to street segments to clusters of street segments), so do the specific tactics police use to address high crime places.  There is not one way to implement hot spots policing.  The approaches can range rather dramatically across interventions.

Since the Blacks in Ferguson live in concentrated areas, this could lead to continued racism against Blacks.

The problem is that the community policing will not transform the mindset that lead to the racism in America that resulted from the Michael Brown shooting. Those who are involved in this system will find that their jobs are in jeopardy unless they find alternative forms of income. The City of Ferguson will also become hit hard by the decline of funds and it is expected that many may lose jobs unless other they are able to find other forms of income.

The city will not longer be able to fund many of the services that are needed by the community. In order to survive, they system that has been created by the racist mindset will revert back and the racism in America which resulted from the Michael Brown shooting will continue.

In order to overcome the mindset, city officials along with community citizens will have to participate in a team building process. The team building process is implemented in the following two stages:

  • Develop a shared vision for eliminating racism in Ferguson
  • Develop a strategic plan based on the shared vision for eliminating racism in Ferguson

The mindset that contributes to the racism in America for Ferguson will continue to devastate the community unless the above mentioned process is implemented.
